GBHN is the state's point of state administration in outlines as a declaration of the will of people in an integrated. The change of regime from the New Order era to the Reformation era, made the GBHN abolished. This situation raises questions about the direction of state development and there must be legal provisions. GBHN is a direction or guidance of state development established by the MPR as set forth in the provisions of Article 3 of the 1945 Constitution. The MPR is the representative of the people. The President as the mandate of the People's Consultative Assembly only performs the people's mandate contained in the GBHN fanned in the MPR Decree. The MPR's decree on GBHN was strongly conveyed by the political configuration of the MPR. The existence of Pancasila as the ideology of the nation makes every direction of development contained in the GBHN should be guided by Pancasila. Pancasila must also be contained in every policy made by the government. Policies that do not comply with Pancasila should be reviewed or dispensed for injuring Pancasila values. The systematics and content that should be contained in a state's policy document should be structured on a scale that is not contrary to Pancasila as the state ideology. The system is composed of: first; objectives and direction of development, development, second; development principles, third; program of development as a translation of the goals, direction and principles of development. Fourth, implementation of development programs in policy. The mechanism for the formation of the state's bow can be done by the absorption of people's aspirations which are then paired with the state's policy draft from the government. Legal form to accommodate the state's direction is the MPR Decree because it is a product of the MPR.
